    Client Assessment, Referral and Evaluation (CARE) The Client Assessment, Referral and Evaluation (CARE) program, more commonly referred to as nursing facility assessment, was created in by the Kansas Legislature as the Kansas response to the Federally mandated Pre-Admission Screening and Resident Review (PASRR) program.
